REQUEST FOR COUNCIL ACTION <br /> DATE.- 8/24/98 <br /> ITEM Igo.: F-3 <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> .� <br /> Reports and Recommendations <br /> Item Descriptionalm City of Roseville Request to vacate a Portion of Del lwood Street (PF-2997) <br /> Background* The City of Roseville is requesting the vacation of portion Kellwood Street from <br /> County Road B-2 south to Highway 36 (between the Roseville Area High School property and <br /> the Grace Church property). <br /> T � segment ment of Deliwood Street is in very poor condition and in need of repair. As was discussed <br /> � <br /> during public g ublic hearin s for the 1998 Pavement Management Program, Kellwood Street acts <br /> primarily 1 as a driveway to the high school. Recau se D el lwood Street no longer functions as a <br /> public roadway, staff`has recommended that the right-of-way be vacated and that on-going <br /> maintenance res onsibilities for the existing pavement be shared by the School District and Grace <br /> p <br /> Church. <br /> This request was reviewed b the lannit�g omission on April 8, 1998. Following concern <br /> � y <br /> raised <br /> b the School District about the loss of the use of this roadway by the School District, the <br /> Planning nnin Commission recommended denial of the request to vacate the roadway. Since the <br /> `n Commission meetin , staff has met with representatives of both the School District and <br /> Planning g <br /> the brace Church to discuss options that would preserve the use of the roadway but transfer its <br /> ownership from the City to adjoining properties. <br /> Since <br /> the Planning omission action, staff`has attempted to mediate an agreement between <br /> Grace Church and the School District that would facilitate the proposed vacation. While the basic <br /> components ave been agreed upon, the parties have not completed a final agreement. To allow <br /> �s g ree p <br /> im&to finalize this relatively complicated agreement, staff is recommending continuing <br /> adequate' t� � <br /> this item to November 23, 1998. <br /> RECOMMENDED COUNCIL ACTION: <br /> Motion continuing onsideration of the vacation of Dellwood Street to November 23, 1998. <br /> g <br /> Prepared by: Karl P.
