Emil ucera and Tern Lynch, Co-Chair s <br /> Lake Lake Josephine Improvement Association <br /> S u bi ect: Proposed New Local Rules Governing Motorboat Traffic on Lake Josephine <br /> Important Notice <br /> Since the Association was reorganized in 1995, the board has been studying a number of issues <br /> and discussing there with the relevant governing authorities. we feel there is a requirement for <br /> a new, consistent set of local rules governing motorboat traffic on the lake. <br /> The studies and discussions include reviewing information and opinions on similar concerns as <br /> they pertain to Lake Johanna, Lake Owasso and other lakes in the area. <br /> On February 12, 1997, we sent a memo to the appropriate authorities in Arden dills and <br /> Roseville, requesting cooperative development of a consistent set of rules for water traffic <br /> management on both the Arden bills and Roseville portions of the lake. we need the approval <br /> of both cities. The draft Joint Powers Agreement which covers our requests includes t <br /> fol- <br /> lowing: <br /> "1. Adopts the definitions of Minn, Stat. §86B.005. <br /> 2, Motorboat speed on Lake Josephine shall not exceed forty miles per hour <br /> (A mr ,►� ,� s , �; ,�+ Khali be to eet hours e;- da . <br /> 3, No person shall operate a motorboat or be towed on water skis or a similar <br /> device at greater than a slog-no wake speed within 150 feet of shore. <br /> Launching or landing of a skier by the most direct route to open water shall <br /> be exempt from this provision. <br /> 4. Except when operating at slow, no-wake speeds, all motorboats shall travel <br /> and be operated in a counter-clockwise direction around Lake Josephine. <br /> 5. Persons operating a motorboat, and those being towed on water skis or a <br /> similar device shall, at all times, maintain an adequate distance (considering <br /> speed and conditions) from other water craft, swimmers, swim rafts and <br /> docks, so as to avoid an accident. when a swimmer is present, motorboats <br /> or persons being towed on water skis or a similar device, shall not pass <br /> between a swim raft and the nearest shore. <br />
