E-1 <br /> Department A royal: Manager Reviewed Agenda Section <br /> 0 r g a n i z a t i o n a I <br /> Item Description: Introduction of 1 999 Budget <br /> Background <br /> Prior to September I of each year} the City Council is required by state statutes to forward a <br /> proposed property tax levy and budget to the County Auditor so that the County may prepare a <br /> notice for the state wide process of tax hearing In December. <br /> At the July 20, 1998 work session, star'presented a proposed 1 999 budget and levy to the City <br /> Council to tale under advisement. As a follow-up to that meeting, the proposed information was <br /> made available to citizens at the City's open house on July 28, 1998. Over 500 persons attended that <br /> open house and had the opportunity to visit with staff and council regarding the 1999 budget. <br /> In addition, copies of the proposed budget has been placed in the Ramsey County Library , Roseville <br /> Branch and copies are available upon request at City Hall. <br /> It is intented that by providing a formal introduction at this date, the City is able to farther provide <br /> budget exposure to the community so that the City Council may be informed as to any concerns the <br /> taxpayers may have. <br /> Implications Financial <br /> The financial implications are twofold: (a.) A proposed levy of 1.99% and (b) A .4% overall budget <br /> increase. <br /> Staff Recommendations <br /> Staff is recommending that the City Council accept the formal proposed 1999 budget for further <br /> review and final acceptance on August 24, 1998 <br /> Action Council <br /> Motion to approve the acceptance of the proposed 1999 budget for further review and setting a <br /> public hearing for consideration and approval at the August 24, 1999 meeting. <br />
