Agenda Section: <br /> Reports/Recommendation <br /> Ite Description: Hamline and B Cornerstone Project - RFPs <br /> EEMMWME� <br /> 1.0 Back <br /> ,ground.- <br /> At the July 20, 1998 Council meeting, the Council provided direction to prepare a "Request for <br /> Proposals" to potential developers to renovate, rebuild or redevelop the properties which surround <br /> the northwest and southeast comers of Hair line and County Road B. An outline of that RFP <br /> follows. <br /> One of the goals of the Cornerstone program has been to improve or update a neighborhood <br /> service mix of commercial development on the corners since they are the visible gateways to our <br /> residential areas. Another goal has been to bolster property values and livability of the <br /> surrounding residential properties and to involve the neighborhood in the eventual building design <br /> process. It is also an attempt to intercede before the cycle of benign (and blind) neglect sets in. <br /> The City is to be a catalyst in the process of reinvestment and development, but not condemn or <br /> own private properties on the corners. <br /> So far there have been 4 steps in the Cornerstone process including the Design Event June, 1997; <br /> the Initial County intersection road redesign concepts at Harnline and B - Fall, 1997; the meetings <br /> with property owners to explain the program and determine 'interest — Spring, 1 998; and the <br /> property valuation/environmental survey work—Summer, 1998. <br /> Since this project is based on the private sector interest in the site and the willingness of the <br /> property owners to sell, the Request for Proposals is written differently than in past. It is a [A market <br /> driven" project, meaning that the developers will have to explain what best fits in the market with <br /> the city responding to those proposals.
