Karl . eel, Director of Public works <br /> Re: BRUSH DISPOSAL <br /> At the July 13, 1998 City Council meeting, Thor Bank, a Roseville resident, requested that an <br /> advisory committee be formed to investigate and recommend alternatives to the City Council <br /> regarding brush disposal in Roseville. A copy of a letter from Mr. Bank articulating this request is <br /> attached. <br /> Citizens routinely call City Fall in search of ways to dispose of tree trimmings, brush and other <br /> yard waste. Unfortunately, there are very few options for the disposal of this type of material in <br /> Ramsey County. Typically we refer such calls to local refuse haulers and area landfills. <br /> Considering the numerous inquiries and shrinking options for yard waste disposal, it is appropriate <br /> for the City to investigate how increased service in this area could be provided. The following is a <br /> partial list of ways to conduct such an investigation. <br /> 1. Staff Feasibility.Study. The Council could direct staff to investigate options for brush and <br /> and waste removal. Such a study would include both public and private options and could be <br /> reviewed by the Council and public periodically as a final direction'is formed. This approach <br /> would be very expedient and would likely rewire the least effort of the options presented. <br /> 2. Task Force l rt, Under this option, the Council would appoint a task force similar to the <br /> Pipeline Safety"Task Force. This option would also look at a range of options-but may, <br /> p y p <br /> g <br /> de endin on the makeup of the task force, better reflect public expectations. 'Typically, task <br /> depending <br /> forces require a fairly large time commitment from both task force members and staff and <br /> usually take between 6 months and 1 year to complete. <br /> 3. consultant_ ep rt. There are a number of consultants in the Turin Cities that specialize to <br /> waste management and recycling that would be qualified to complete a study of Roseville <br /> g y g . <br /> needs. Such a consultant report could lely..be-completed irn a short period of tune,.but would <br /> cost betwee'n X 000 and <br /> t 10 000.
