C-5 <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> Consent Agenda <br /> Item Description: Establish hearing to consider proposed Joint Powers Agreement <br /> with Arden Hills regarding Lake ;Josephine Dater Surface Use. <br /> BA C ROUND <br /> The Council, in 1997, approved a Joint Powers Agreement with the City of Shoreview <br /> regarding Lake Owasso water surface use. The Council also adopted ordinance <br /> amendments and a resolution pertaining to various Lake Owasso Task Force <br /> recommendations. <br /> During the Lace Owasso Task Force deliberations, a representative of the Lake Josephine <br /> Improvement Association stayed in contact with the process. Since that time, the following <br /> activities have occurred:Representatives of the Improvement Association and cities of Roseville �rid,Arden <br /> Hills reset to discuss the possibility of a Joint Powers regarding grater surface usage <br /> on lake Josephine. The Improvement Association felt the provisions of the Lake <br /> Owasso Joint Pourers were fine, with the addition that all motorboats shall trave I in <br /> a counterclockwise direction around the lake. The counterclockwise direction has <br /> .historically been the practice. <br /> • Roseville and Arden Hills City Attorneys prepared attached draft ordinance and <br /> nt'Po" <br /> Joi veers-which were informally reviewed and approved by the Department of <br /> [natural Resources (DNR). <br /> i <br /> Improvement Association Board of Directors unanimously supported approval of the <br /> ordinances and Joint Powers. <br /> • Improvement Association delivered the attached notice regarding proposed Joint <br /> PoWers to property owners on the lake.- <br /> Improvement Association submitted attached letter with lake property owners' <br /> comments-.-- <br />
