REQUEST FOR COUNCEL ACTION <br /> DATE: 7/13/98 <br /> ITEM INTO.: C_6 <br /> Reviewed:Department Approval: Manager <br /> Consent Agenda <br /> Item Descn"ptione, City ofRoseville Request to vacate a Portion of Dellwood Street F-2997) <br /> Background: The City of Roseville is requesting the vacation of a portion Dellwood Street from <br /> High County load B_2 south to Highway (between the Roseville Area High School property and <br /> the Grace Church property). <br /> This segment of Dellwood street is in very poor condition and in need of repair. As was discussed <br /> dun'ng public hearings for the 1998 Pavement Management Program, Dellwood Street acts <br /> rirnarfl as a driveway to the high school. Because Dellwood Street no longer functions as a <br /> l� y <br /> Public roadway, staff has recommended that the right-of-way be vacated and that on-going <br /> maintenance responsibilities for the existing pavement be shared by the School District and Grace <br /> Church. <br /> This request was reviewed by the Planning Commission on April 8, 1998. Following concern <br /> raised by the School District about the loss of the use of this roadway by the School District, the <br /> Planning Commission recommended denial of the request to vacate the roadway. Since the <br /> Planning Commission meeting, staff has met with representatives of both the School District and <br /> the Grace Church to discuss options that would preserve the use of the roadway but transfer its <br /> ownership from the City to adjoining properties. On June 8, 1998, the City Council continued <br /> action"on this item to the July 13, 1 998 meeting to allow time for the ity the school I r stnct and <br /> Grace Church to develop an amicable solution. while a draft easement that would allow_both the <br /> School District and Church to continue using the roadway and allow the City to vacate the fight- <br /> of-way have been prepared, they have not received find approval from the'Church or the School <br /> District. In order to allow time to finalize this easement solutions staff recommends continuing <br /> action on this item to the-August 24, 1998 meeting. <br /> RECOMMENDED G01LJN IL ACTION: <br /> motion continuing consideration of the vacation of Kellwood Street to August 24, 1 998. <br /> Prepared by: Karl F.
