REQUEST FOR CITY COUNCIL ACTION <br /> DATE: 06122198 <br /> ITEM Ho: - <br /> Department Approval: Manager Approval: Agenda Section: <br /> Report/Recommendation <br /> Item Description: Roseville Housing Improvement Program <br /> Housing Replacement Program Amendment- Demolition Financing <br /> 1.0 Re d Action <br /> 1.1 City staff is -req uesti nq an amendment to the Housing Replacement Program that <br /> would add a provision to provide demolition funding for Roseville property owners <br /> interested in building new homes on existing sites. <br /> .1 Under the current housing replacement program the City would purchase outdated <br /> or non-code compliant structures that could not be economically rehabilitated or <br /> sold on the open market and sell the let for the construction of a new single family <br /> home. <br /> 2.2 These transactions require an up front subsidy which is not expected to be <br /> replenished for several years with the increase in taxes on the new home. The up <br /> front cost is approximately$40,000 - $70,000. The sales price of land is usually not <br /> more than $45,000. <br /> 2.3 1 n a Y City staff received a letter from Lester and Becky Dee requesting assistance <br /> for removing the home at 992 Burke Avenue. The Dees are existing residents and <br /> the y plan to sell their existing home and Build a new Dome on the lot at 992 Burke. <br /> The y would life to move so that they can be closer to daycare as their daughter will <br /> be entering school soon and will need school transportation to the daycare. The <br /> home is in p oor condition on a nice lot and in a Neighborhood that has experienced <br /> considerable reinvestment over the past few years. <br /> 3.0 �ro j)osedi Program Amendment <br /> 3.1 Staff is proposing an amendment to the Housing Replacement Program that <br /> would alloy the City to provide demolition financing for those people that would <br /> like to build a new home on an existing lot where the home is substandard. <br /> RCA—HRP Amendment 06/22/98- Page 1 of <br />
