REQUEST FOR COUNCIL ACTION
DATE: 6/22/98
ITEM EM NO.. F-1
Department Approval: Manager Reviewed: Agenda Section:
item Description: Approval of earnest money contracts for 1 998 PNV project easements
Background: As part of the City's 1998 Pavement Management Program projects, easements
are required to reconstruct roadways and place utilities. The engineering staff has contacted the
affected property owners. The easements to be acquired are listed below:
• Dean & Michel Kruchten 3040 Snelling Avenue $1,9440,00
This property is located along the East Snelling Service Drive as shown on the
attached map. The existing roadway adjacent to this property is partially within the
Kruchten's property. Because of width constraints in this area, the roadway is
proposed to remain in the same location. The Kruchtens have agreed to provide an
easement to the City to accommodate the roadway.
• Charles and Julie kin 3076 Shorewood Lane $19990.00
• Mary Smith 3070 Shorewood Lane $29950.00
These ro erties are adjacent to one another as shown on the attached snap. There is
P p
currentl y a storm sewer pipe located along the common property line within an
existing 10' easement. In some areas, the pipe lies outside of the existing easement.
As yart of this eais reconstruction project, a portion of the pipe will be
F
reconstructed, In order to perform the construction, it is necessary to obtain
temporary construction easements from Moth property owners. Also, additional
permanent easements are necessary to ensure that the pipe is not on private property
and for ease of maintenance in the future. The Watkins and Mrs. Smith have agreed
to grant permanent and temporary easements to the City.
Financial implications: Staff has contacted area appraisers and determined reasonable values for
p
the easements. The amounts p roposed for each easement are fair market values. The total cost for
the three easements is $6,380. It is proposed to fund $1,440 as part of the street reconstruction
ro'ects. The remainin $4940 will be funded as part of the Neighborhood 7 storm sewer project,
projects.
