F-1 <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> item Description: Approval of earnest money contracts for 1 998 PNV project easements <br /> Background: As part of the City's 1998 Pavement Management Program projects, easements <br /> are required to reconstruct roadways and place utilities. The engineering staff has contacted the <br /> affected property owners. The easements to be acquired are listed below: <br /> • Dean & Michel Kruchten 3040 Snelling Avenue $1,9440,00 <br /> This property is located along the East Snelling Service Drive as shown on the <br /> attached map. The existing roadway adjacent to this property is partially within the <br /> Kruchten's property. Because of width constraints in this area, the roadway is <br /> proposed to remain in the same location. The Kruchtens have agreed to provide an <br /> easement to the City to accommodate the roadway. <br /> • Charles and Julie kin 3076 Shorewood Lane $19990.00 <br /> • Mary Smith 3070 Shorewood Lane $29950.00 <br /> These ro erties are adjacent to one another as shown on the attached snap. There is <br /> P p <br /> currentl y a storm sewer pipe located along the common property line within an <br /> existing 10' easement. In some areas, the pipe lies outside of the existing easement. <br /> As yart of this eai�s reconstruction project, a portion of the pipe will be <br /> F <br /> reconstructed, In order to perform the construction, it is necessary to obtain <br /> temporary construction easements from Moth property owners. Also, additional <br /> permanent easements are necessary to ensure that the pipe is not on private property <br /> and for ease of maintenance in the future. The Watkins and Mrs. Smith have agreed <br /> to grant permanent and temporary easements to the City. <br /> Financial implications: Staff has contacted area appraisers and determined reasonable values for <br /> p <br /> the easements. The amounts p roposed for each easement are fair market values. The total cost for <br /> the three easements is $6,380. It is proposed to fund $1,440 as part of the street reconstruction <br /> ro'ects. The remainin $4940 will be funded as part of the Neighborhood 7 storm sewer project, <br /> projects. � <br />
