and Battery in this location in and of itself will not cause the turning lane to
be closed. Capacity exists on Oakcrest for the estimated additional 150
vehicle trips per day. A cross parking easement should be recorded
allowing the Knight of Columbus overflow bingo parking to use the vacant
spaces in the Tires Warehouse lot.
2. The proposed auto accessory and service facility will not have an impact o
arks and other public facilities, provided the facility is adequately screened
from iosebrook Park. The storm water pond area meets environments!
standards.
3. The proposed auto accessory and service facility will be compatible with
contiguous properties, if City standards are met during operation. The
building, with the overhead doors shut, meets the requirements for noise and
safety. The closed overhead doors during operations should be a condition
of approval. Vehicles and tow trucks will not be left outside overnight on the
site-there is no overnight "attractive nuisance" or personal safety hazards.
4. The proposed auto accessory and service fact l ity will not have an adverse
impact on the market value of contiguous properties.
5. The p roposed auto accessory and service facility will not have an adverse
impact on the general public health, safety and welfare.
6. The proposed auto accessory and service facility is consistent with the City
of Rosevi I le's Comprehensive Plan and Title 10 of the City Code (Zoning).
The reta i I aspect of the business is allowed as a permitted use in an B-
zoning district, while the auto accessory service and installation use is
allowed as a conditional use permit.
7 The ro osed auto accessory and service facility does not meet the City's
p p
design standards. The exterior materials need to be upgraded to meet
commonly used retail store materials (brick and color impregnated tarn
block). The landscape plan has been upgraded to screen parking from the
front and rear and correct shade tree choices and locations. The conifers
along the east property fine must be preserved if possible. Sidewalks need
to be extended across the east frontage from the Mice path. Signage details,
especially especiially free standing pylon signs are not available. if a pylon sign, is used
it must adhere to the materials palette of the building. A pylon sign must be
setback 30 feet from the east property litre. Lighting needs to be specified
and be downcast. Air conditioning must be available to the entire building in
order to allow the overhead doors to remain closed in the summer. HVAG on
the roof must be screened with a 5 foot wall (as proposed). The tray
enclosure must be attached to the building (Section 1 01 0.11 of the Code).
PF3027-RCA(06J22/98)-Page 5 of 8
