ulllll
May 14, 1998
SENT VIA FAX AND MAIL
TO: Coralie Wilson, Executive Director, Forth Suburban Cable Commission
FROM: Steve Sarkozy, Roseville city Manager
SUBJECT:
Thank you for attending and being part of the discussion regarding the Cable Television
Franchise Renewal al at the April 20 Roseville city Council work session. You and Attorney
Tom Creighton heard firsthand some of the specific questions raised by the City Council
regarding the proposed renewal.
The intent of this memo is to specifically outline some of the more significant concerns.
There will inevitably be more issues raised by City Council and staff as we come to
understand the work that has been done by the Cable Commission over the past months.
This memo will specifically reference documents provided the City including 1) "Renewal
P roposa I—Investment For The Future's (hereafter referred to as Renewal Proposal); ) the
Tom Creighton memo of April 15, 1998 (hereafter referred to as Memo); 3) Proposed
Cable Television Franchise Ordinance of 34 pages (hereafter referred to as Ordinance);
4) Exhibit D of the proposed Ordinance (hereafter referred to as Exhibit); and b)
Memorandum of Understanding of November 3, 1994 (hereafter referred to as
Memorandum).
The specific questions are as follows.
A. Institutional Network:
1. Construction of the system upgrade is scheduled to be completed on or before
November 30, 2000 (see demo page 2, item 7). Does this include all aspects of
the I-Net
2. The City anticipates utilizing the I-Net to enhance data for distribution or sale to
other institutions both within and outside the cable Commission boundary, to
convey data between the County and other municipalities by common agreement,
and to provide Internet access and other communication opportunities within our
system. Is this allowed under the Renewal Proposal (page 4, item 13-13)?
