The City is proposing to consolidate these two lots and is requesting <br /> variances to reduce the minimum lot area to 10,875 square feet and the minimum <br /> lot width to 87 feet for the purpose of creating one buildable lot. Variances are also <br /> requested to reduce the north side yard setback to five feet and the south front yard <br /> setback to 30 feet for the purpose of establishing a building envelope for a new <br /> single family dwelling at 2100 William Street North. <br /> Requirement Proposal Variance <br /> Lot area (corner) - 12,500 sf 10,875 sf 1,625 sf <br /> Lot width (corner) - 100 feet 87 feet 13 feet <br /> Side yard setback - 10'(5 J in older areas) 5' setback 5' variance <br /> Front yard setback - 40' 30' setback 10' variance <br /> 2.0 BACKGROUND <br /> 2.1 The City of Roseville recently acquired the property at 2100 William Street North <br /> through its Housing Replacement Program. The City is also acquiring the property <br /> to the south of 2100 William Street North, which has been forfeited to the County <br /> for back taxes. Both properties are located in an R-1 Single Family Residential <br /> District, and the Comprehensive Plan identifies both properties as Low Density <br /> Residential. Adjacent land uses include low density residential to the north, south, <br /> east, and west. <br /> 2.2 The housing replacement program was established in 1996 to help the City <br /> purchase outdated or non-code compliant structures that could not be economically <br /> rehabilitated or sold on the open market. The purpose of the program is to replace <br /> deteriorating lower value housing on scattered sites throughout the City with larger, <br /> higher value housing designed for families.
