Roseville is fortunate to have an indoor pistol range. It was constructed before <br /> modern firearms techniques were developed. Our range design does not allow for moving targets or <br /> officer movement during shooting. Roseville officers currently use the Anoka County range in Coon <br /> Rapids. <br /> Maple grove and Hennepin Counter built and indoor shooting range and multi-purpose training fac i l itx� <br /> that meets the shooting, use of force, defensive tactics and general classroom training needs of manN- <br /> Metro Hennepin police departments. <br /> The Northeast Law Enforcement Training Center is envisioned to provide safe shooting range facilities <br /> that will incorporate modern firearms training techniques. There will be space for training In the use <br /> of less than lethal weapons, shooting decisions, searching and handcuffing, a residential and <br /> commercial studio for crime scene training and role playing and a short street for practicing traffic <br /> stops. These are activities involving various levels of force and control. They are the areas of liability <br /> coneem. <br /> A NLETC committee has been meeting for some time and has reached a plateau. They have estimated <br /> the facility needs and approximate cost of three million dollars. This has been accomplished without <br /> consultant or engineering input. Before investing more time and starting to spend dollars, the <br /> Committee wants to be sure of support from Northeast metro police agencies. <br /> FINANCIAL APPLICATIONS <br /> The estimated cost is 3,000,000-00 for the facility and land. There are nine police agencies in Ramsey <br /> County, not counting the FBI, Minnesota State Patrol and the MCTC who could share in the cost and <br /> operation of the facility. <br /> There are many questions and concerns needing answers regarding location, financing and operation. <br /> Two options are : local governments and county execute a joint powers agreement to build and operate <br /> the facility, or have the County build and administer the facility with the local agencies paying for use. <br /> There are no anticipated costs related to the resolution of Support. <br />
