REQUEST FOR COUNCIL A C TION <br /> DATE: 06/08/98 <br /> ITEM hl : C-4 <br /> Department Approval: Manager Approved: Agenda Section: <br /> CONSENT <br /> Item Description: David and Ann Somers request for a minor variance to reduce the <br /> front yard setback to 25 feet for the purpose of constructing a garage <br /> addition and front porch at 924 County Road B-2 West (PF#3034). <br /> 1.0 gNUESTED A TI <br /> 1.1 David and Ann Somers are requesting a minor variance to reduce the front yard <br /> setback to 25 feet for the purpose of constructing a garage addition and a front <br /> porch on an existing residence at 924 County Road B-2 West. <br /> Requirement Proposal variance <br /> Front yard setback - 30' ' setback 5' variance <br /> 2.0 BACKGROUND <br /> 2.1 David and Ann Somers own a home at 924 County Road E-2 West. The property <br /> is zoned R-1 Single Family Residential and all adjacent land uses are single family <br /> residential. <br /> 2.2 Mr. and Mrs. Somers are requesting a variance from Section 1004.02(D)(4), City <br /> Code, to reduce the front yard setback to 25 feet for the purpose of constructing a <br /> five foot garage addition and a five foot deep porch. The Somers are interested in <br /> improving an upgrading their residence. As part of these improvements, the <br /> applicants would like to construct an addition to the existing garage and a front <br /> porch on the property. The porch is needed in order to divert water from the area <br /> y <br /> under the front step and eliminate water problems in their basement, which would <br /> not be accomplished with just a landing and no roof. They are also proposing to <br /> expand the garage to the front rather than rear in order to provide increased light <br /> into a solarium and breakfast nook area at the rear of the house. Expanding the <br /> garage to the front and in line will the porch is also the best alternative from a <br /> design perspective. The applicants will also be undertaking other improvement to <br /> their home, including the installation of dormers on the front side of the roof. The <br /> location of the horse on the property creates a physical hardship, while the <br /> water problems and desire to upgrade the property creates practical <br /> difficulties for the applicants. <br /> 2.3 It is the policy of the City of Roseville to encourage reinvestment and improvement <br /> PF#3034- RCA(06/08/98)- Page 1 of 3 <br />
