The city also agrees that if the property owners have <br /> already made payments to Ramsey County in excess of the above <br /> amended assessment amount that the City of Roseville W-111 <br /> reimburse the property owner for any excess. The property owner <br /> wi l i receive credit for any future payments due for prior <br /> payments made. <br /> 4. The City has determined that the three parcels of <br /> property described in paragraphs 1 and 2 herein. are parcels of <br /> unimproved property Within the meaning of Minn. Stat. §429. 061 . <br /> The City has determined that "unimproved property" means property <br /> that is not benefited in its present use, but when the use of the <br /> property is converted to a use that will benefit, then the <br /> property becomes improved. <br /> 5. The deferred amounts will become payable when the City <br /> determines that the use has changed and benefits from the <br /> improvements an door i f the property is sold and the Ci ty adopts a <br /> resolution to that effect and files same with the proper offices <br /> of Ramsey county.
