REQUEST FOR CITY COUNCIL ACTION <br /> DATE : 03/25142 <br /> ITEM NO. ��- <br /> Department Approval: Ma ag Approved: Agenda Section: <br /> LAND USE <br /> ---ITP. <br /> Item Description: A request to consider a General Concept Plan for the redevelopment of <br /> the Arona site (at 2800 Aronn Street) that rezones the parcel from B-1, <br /> Limited Business District to Planned Unit Development with an <br /> underlying "R-3" Multi-Family Residential District (PF3243). <br /> 1.0 REQUESTED ACTION: <br /> 11 The City Staff seeks approval of the first stage of a PUD General Concept Plan consistent with the <br /> AronalHamline Neighborhood Master Plan for the area known as the City owned Arona Site,The City <br /> Staff also seeks approval of a first reading of a rezoning of the parcel from "B-1", Limited Business <br /> District to a Planned Unit Development (PUD) with an underlying "R-3" General (Multi-Family) <br /> Residcncc District. The City proposes redeveloping the parcel into miscd housing and open space. <br /> The staff also seeks Council direction to prepare a Request for Proposals (RFP), returning with the draft <br /> RFP for Council review and a decision on April 15, 2002. The RFP will solicit private sector proposals <br /> to redevelop the site,based on the concepts in this plan. <br /> 12 Project Review History: <br /> Neighborhood and stakeholder meetings -February, March 2001 <br /> Sketch Plan reviewed by Planning Commission -March 1 I,2001 <br /> ■ Application submitted -February, 2002 <br /> Staff Review: Approval with conditions -March 6, 2002. <br /> Planning Commission: Public Hearing Recommendation (6-0) -March 6, 2002 <br /> City Council Action on Comprehensive Plan Amendment accepting the rona- amble, <br /> Neighborhood Master Plan -March 25, 2002 <br /> City Council Action on first stage of PUD General Concept Plan-March 25, 2002 <br /> 2.0 SUMMARY OF RECOMMENDATION: <br /> 2.1 The Community Development Staff recommends approval of the first phase of the General Concept <br /> Plan for the Arona site and rezoning from B-1 Limited Business District to Planned Unit Development <br /> (consisting of mixed housing uses, public open space with children's play area, additional access <br /> through Terrace Drive and pathway connections)with an underlying zoning of R-3 General <br /> Residence with conditions. <br /> 3.0 SUGGESTED ACTION: <br /> 3.1 Approve of the First Phase of the Concept Plan with conditions.
