EXTRACT OF MINUTES OF MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br /> Roseville, County of Ramsey, Minnesota, was held on the 25th day of March 2002, at 5:30 p.m. <br /> The following members were present: <br /> and the following were absent: <br /> Council Member introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. <br /> A RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR <br /> LOVE FROM MINNESOTA, 2465 FAIRVIEW AVENUE ALLOWING OFF—SALE <br /> WINE SALES ON THE PREMISES (PF3381) <br /> WHEREAS, Lover Form Minnesota, has requested a conditional use permit to conduct <br /> off-sale wine sales at their business; and <br /> WHEREAS, the Love From Minnesota property is located at 2465 Fair-view Avenue, <br /> legally described as: <br /> The South 212 feet of the North 720 feet of the east 440 feet of the Southeast Quarter of <br /> Section 9, Township, 29, Range 23, subject to Fairview Avenue, Ramsey County, <br /> Minnesota (PID 4 092923240004). <br /> WHEREAS, under Section 1005.05C19 of the Roseville City Code requires a conditional <br /> use permit for "off-sale liquor sales not located in shopping centers as defined in Section 1002.02 <br /> of the Roseville City Code; and <br /> WHEREAS, Section 1013.01D lists the criteria that must be addressed: <br /> 1 Impact on traffic; <br /> 2 Impact on parks, streets and other public facilities; <br /> 3 Compatibility of the site plan, internal traffic circulation, landscaping and <br /> structures with contiguous properties; <br /> 4 Impact of the use on the market value of contiguous properties; <br /> S Impact on the general public health, safety and welfare; and <br /> 6 Compatibility with the City's Comprehensive Plan <br /> WHEREAS, the following has been concluded regarding the proposal and the criteria in <br /> Section 1004.0 1A4 of the Roseville Zoning Code: <br /> A. The proposed use will not dramatically increase traffic to the (destination) site, <br /> nor will the proposed use increase the need for additional on-site parking. <br />
