4.0 PROJECT SPECIFICS: <br /> 4.1 Robert Lichtscheidl, 2550 Western Avenue, has requested approval of a Conditional Use <br /> Permit (CUP) to allow the construction of a 1,008 square foot detached accessory <br /> building in the rear yard of his premises. The proposed structure would replace an <br /> existing detached garage that is approximately 700 square feet in size. <br /> 4.2 Section 1004.01A4 of the City Code describes the criteria which must be used to evaluate <br /> a CUP. They are as follows: <br /> a Impact on traffm <br /> Impact on parks, streets and other public facilities. <br /> ■ Compatibility of the site plan, internal traffic circulation, landscaping and <br /> structures with contiguous properties. <br /> Impact of the use on the market value of contiguous properties. <br /> Impact on the general public health, safety and welfare. <br /> Compatibility with the City 's Comprehensive Plan. <br /> 4.3 The CUP process also allows the City to impose those conditions it considers necessary <br /> to protect the public health, safety, and welfare. <br /> 4.4 The Lichtscheidl property has a zoning of Single Family Residence (R-1) and a <br /> Comprehensive Plan designation of Low Density Residential (LD). <br /> 4.5 The Lichtscheidl parcel is large for a residential lot at 37,634 square feet (100 feet wide <br /> by 376 feet deep or 0.86 acres). Residential lots located to the north and west are of a <br /> similar size, while the lots located to the south and southwest are of a more standard <br /> residential variety (85 to 100 feet wide by 110 to 130 feet deep). <br /> 4.6 The Lichtscheidl principal structure (home) is of a similar size to the homes constructed <br /> to the west and east and of the same era (early to mid 1960's). However, the homes <br /> constructed to the south and southeast, having been constructed in the late 1970's to the <br /> mid 1980's, are slightly larger. The footprint size of the Lichtscheidl home is 1,060 <br /> square feet in size. <br /> 4.7 The proposed structure will be constructed with a wall height of eight feet; a gable roof <br /> with a 4/12 pitch truss; similar asphalt shingles to that of the home; similar vinyl lap <br /> siding to that of the home; and a steel or aluminum soffit/fascia. <br /> 5.0 STAFF FINDINGS: <br /> 5.1 Section 1004.01A3 (Detached Accessory Building Size) limits the Lichtscheidl parcel to <br /> a rear yard allowance of 1,200 square feet.
