C,- <br /> Department Approval: Manager proved: Agenda Section: <br /> LAND USE <br /> Al m Description: A request by the City of Roseville to amend the Comprehensive Land Use <br /> Map Designation of the 35 acre area commonly known as the <br /> AronalHarn ine Neighborhood by adding a Master Plan for future mixed <br /> uses. (PF 3243) <br /> 1.0 REQUESTED ACTION <br /> 11 The City of Roseville has requested approval of a Comprehensive Land Use Plan Amendment for <br /> the 35 acre AronalHamline Neighborhood Master Plan (The Plan) which is attached. <br /> 12 Project Review History. <br /> Neighborhood and stakeholder meetings —February, March, 2001 <br /> Sketch Plan reviewed by Planning Commission—March 1 1,2001 <br /> Application submitted — February, 2002 <br /> Staff Review: Approval with conditions — March 6,2002. <br /> Planning Commission Public Hearing: Recommended Approval (6-0) — March 6,2002 <br /> City Council Action on Comprehensive Plan and Concept Plan — March 25,2002 <br /> 2.0 SUMMARY OF COMPREHENSIVE PLAN AND RECOMMENDATIONS <br /> 2.1 The City Council is to consider approval of a Comprehensive Land Use Plan Amendment on <br /> March 25, 2002 incorporating the Arona/Hamllne Neighborhood Master Plan, which will provide <br /> direction for the redevelopment (over 15 years) of the Arona site and the Ha.mline Shopping <br /> Center into a mix of housing types as the dominate land use. The High Density Residential and <br /> Retail/Office Use is consistent with and complimentary to this neighborhood, which has numerous <br /> higher density residential buildings within 350 feet of the proposed site, providing nearly 500 <br /> housing units. The zoning is currently Business, Shopping Center and High Density residential. <br /> Historic "entitlement"to public open space is the dominant neighborhood concern heard. The <br /> Park System Plan does not identify this area as needing more neighborhood park space. However, <br /> the Master Plan recommends that 3 to 4 acres of the Arona site remain public open space. <br /> 2.2 The staff recommends approval of the Comprehensive Plan amendment as consistent with <br /> Comprehensive Plan Goals and Policies and the proposed 3 phase PUD development. <br /> 2.3 On March 6, after closing the required public hearing, the Planning Commission recommended <br /> approval (6-0) of the AronalHamline Neighborhood Master Plan amendment to the Plan, as <br /> consistent with the goals and polices of the Plan, and changing the map designation for the sites to <br /> "FID" High Density Residential land uses, with public open space, limited office, and retail. <br /> 3.0 SUGGESTED ACTION <br /> 3.1 Approval by resolution (draft attached), subject to Metro Council review and approval. <br /> Attachments: Draft Resolution, PC Draft Minutes, Arona-Hamline Neighborhood Master Plan <br /> Prepared by Dennis Welsch, Cathy Bennett Q-0anning Files13243_Arona Dev 20001RCA Comp Plan <br /> (032502).doe <br /> PF3243 , RCA(032502) Page 1 <br />
