Neighborhood Planning Principles = Future Land Use <br /> Planning Principles were established to assist in determining the various land uses in the <br /> Arona-Hamlin Neighborhood. These principles are based upon existing comprehensive <br /> plan goals and ob i ectives for the area, the vision of residents and property owners. <br /> 1 Maintain a balanced housing stock for all age groups and income levels. <br /> I Single family, owner multi-family, rental multi-family, senior apartments <br /> 2. Provide open space for the use and enjoyment of the neighborhood. <br /> Open space at Arona <br /> . Open space at Hamline <br /> Enhance DNR-protected wetland with a nature trail and inviting gathering <br /> spots <br /> 3. Provide additional and improved access to the Arona site and better <br /> connections to and from the existing neighborhood. <br /> . Short-term access from Terrace Drive <br /> Long-term access from Hamfine via a new boulevard or central street <br /> system to the Arona site <br /> 4. Provide a master plan that is sensitive to the market, achievable and flexible <br /> with a mix of land uses. <br /> Add a mix of housing types, reduce regional retail and provide <br /> neighborhood based retail <br /> Ensure that there is open space throughout and pedestrian connections to <br /> neighborhood and services <br /> 5. Develop design principles that include the integration of housing types with a <br /> seamless transition to existing development. <br /> . Quality design and construction, including such things as efficient <br /> landscapes, reduced garages along street fronts, more street appeal, <br /> pedestrian-friendly, family-friendly, senior-friendly, maintenance-free <br /> 6. Include housing components that strengthen the school district by attracting <br /> young families with school-aged children. <br /> . Affordable entry-level single and multiple units <br /> 7. Provide a flexible plan that can help to revitalize the neighborhood <br /> commercial uses in the area to ensure they are community serving, <br /> successful, convenient and attractive. <br /> Incorporate successful commercial uses that serve the neighborhood needs <br /> in the redevelopment of the Hamline Shopping Center <br /> Arona-Hamfline Neighborhood Master Plan . 2002 Pagel ofl5 <br />
