five criteria explained in the plan, with advantages and disadvantages listed for each <br /> The options are: <br /> • Implement Public Collection <br /> Using the preliminary framework as a guide, the Counties would proceed to <br /> design and implement a public collection system for residential, commercial and <br /> multi family housing waste. <br /> • The proposal by the NSWMA <br /> The National Solid Waste Management Association has proposed that the larger <br /> haulers could assure that the Counties meet theirfinancial obligations to NRG, by <br /> agreeing to deliver waste necessary to meet the 280,840-tors per year guarantee. <br /> • Discontinue Counties' Obligation to the Service Agreement and Processing in <br /> July 2007 <br /> The Service Agreement between the Counties and NRG terminates on July 13, <br /> 2007. This option explores the system effects if the Counties discontinue any <br /> obligation and subsidy to process waste at NRG or an alternate facility after <br /> 2007. <br /> • Restructure Financing and Regulation <br /> The Counties would implement a hauler-collected service charge to replace all or <br /> a portion of the property tax-collected service charge, and would develop several <br /> contractual and regulatory approaches to implement the goals. <br /> Conclusions <br /> • The public strongly supports managing waste in a manner that protects health <br /> and the environment. Throughout the engagement process the public <br /> confirmed the direction that Minnesota and the Counties have taken in waste <br /> management. <br /> • Public collection can be designed and implemented to address environmental, <br /> health and safety goals in Ramsey and Washington Counties. <br /> • Public collection exists in several forms in Ramsey and Washington Counties: <br /> ■ 12 municipalities have organized collection for residential mixed <br /> municipal solid waste; <br /> One municipality in Washington County has organized collection for <br /> residential and commercial mixed municipal solid waste; <br /> Most municipalities in Ramsey County, and several in Washington <br /> County, have organized collection for residential recyclables; <br /> ■ All of Ramsey County, and several municipalities in Washington County, <br /> have public collection of yard waste; and <br /> ■ All of Ramsey and Washington Counties have public collection for <br /> household hazardous waste. <br /> Page 4 of 7 <br />
