F * Approval of Agreement with the DNR for a new Bennett Lake Aeration <br /> System <br /> Background: Approximately one year ago the City applied for and received a .O.R.E. <br /> (Cooperative Opportunities for Resource Enhancement) grant from the State Department of <br /> Natural Resources (DNR)to construct a new aeration system in Bennett Lake. The main purpose <br /> of the new aeration system is to reduce the amount of open water in Bennett Lake during the <br /> winter. The new system, which will consist of an above ground cascade of water, will limit open <br /> water to one area near the shore where the water depth is relatively shallow. The existing bubbler <br /> system will he turned off wring the winter. <br /> To construct the new aeration system, the City will utilize portions of the existing pumping station <br /> on the east side of Bennett Lake. A new "stream bed" will he constructed to look like a natural <br /> stream. water will he pumped from Bennett Lake and cascaded down the "strum bed" to <br /> reoxygenate the water before it flows hack into Bennett Lake. <br /> Attached is a draft agreement between the City of Roseville and the DNR that covers cost <br /> participation, design and operation, and maintenance of the proposed aeration system. <br /> Financial Implications: The total project is expected to cost$60,000. The .O.R.E. grant will <br /> fund $301,000. The r ' it 30POOO is budgeted as part of the 1998 PIP. Ongoing operation and <br /> maintenance is roughly anticipated to he $2,500 per year and vAl he budgeted annually. <br /> RECOAEVMNDED COUNC11L ACTION: <br /> Motion approving the Agreement with the DNR to construct a new Bennett Lake Aeration System <br /> and authorizing the Mayor and Manager to sign the Agreement on behalf of the City. <br /> Prepared by: Karl F Keel <br />
