F-3 <br /> Departm t Approval: Manager Re iewed: Agenda Section: <br /> Reports and Recommendations <br /> ions <br /> Item Description: Approval of 1 998 highway 36 B erming and Landscaping Project <br /> Background: One of the goals set as part of the Vista 2000 process was improvement of the <br /> Highway 3 6 corridor through the City. Of particular importance is improving the visual appear- <br /> ance of the corridor, as well as creating buffers to adjacent properties. <br /> The overall plan includes the construction of earthen berms at a number of locations along the <br /> corridor. To construct the berms, staff will solicit proposals from local contractors to build the <br /> berms using excess sons from construction projects. <br /> The other component to this program is improved landscaping throughout the corridor. In an <br /> effort to mini m'ze City participation in this part of the process, this would be accomplished using <br /> the Landscape Partnership Grant Program sponsored by Mn/DOT. As part of this program, <br /> Mn/DOT will provide design assistance and donate landscaping materials which would be planted <br /> by the City. Typically, the landscaping items would be planted by volunteers from the community. <br /> City staff is currently working with M /D0T to develop a concept landscaping plan for the entire <br /> corridor, as well as a detailed landscaping plan for the berms constructed in 1996 near Rice Street <br /> on the north side of Highway 3 6. <br /> This year, staff proposes to construct a berm on the south sidle of Highway 36 near Rice Street. <br /> The proposed berm location is shown on the attached map. Staff has discussed construction of the <br /> berm with a Number of area contractors. Based on the discussions, it is recommended that the <br /> City utilize T.A. Schifsky and Sons, Inc. of Forth St. Paul to construct the berm. In this case, the <br /> contractor is also performing work on the City's street reconstruction projects. The soil for the <br /> berms will be excess soils from the reconstruction projects. <br /> Financial Implications: The cost to construct the berm is estimated at. 10,000. This will cover <br /> the cost to place topsoil and seed, as well as erosion control and fencing. It is proposed to fund <br /> this project with the City's Construction Deserve Fund. This ,project is not part of the approved <br /> 1998 budget. <br /> Motion approving the 1998 Highway 36 Berming and Landscaping Project and authorizing the <br /> project be funded with the City's Construction Reserve Fund. <br /> Prepared by: .Tay Kennedy <br />
