REQUEST FOR CITY COUNCIL ACTION <br /> DATE: 05/28198 <br /> ITEM NO: -1 <br /> De rtment Approval: Manager Ap roved: Agenda section; <br /> Public Hearing <br /> Item Description: Roseville Shopping Center Redevelopment <br /> Public Hearing Considering Establishment of Roseville Special <br /> Service District# 1 (PF# - 2968) <br /> 1.0 Rewested Action <br /> 1.1 Bradley Deal Estate, Inc. is requesting that the Gity of Roseville establish a <br /> Special Service District for the property comprised of the Roseville Shopping <br /> Center at the intersection of Lexington Avenue Forth and Larpenteur Avenue <br /> West'. <br /> 1.2 In accordance with the Minnesota Statute Chapter 428 ►, a Special Service <br /> District can only be established by ordinance 'When a petition is received by 5% <br /> or more of the property owners comprising the area for which the Special Service <br /> District is to be established. Bradley Real Estate, Inc, who is the sole owner of <br /> the Roseville Shopping Center, submitted a letter dated April 18, 1 998, <br /> requesting that the City establish a Special Service District for the property <br /> legally described and shown in Exhibit A. <br /> 1.8 It is requested that upon closure of this public hearing the Council consider <br /> adoption of the attached ordinance establishing Roseville Special Service District <br /> #1 for Roseville Shopping Center. <br /> 2.0 Bao k 0.u d <br /> 2.1 City staff has been working with Bradley regarding possible financing strategies <br /> for the redevelopment of the Center for over six months. All through the process, <br /> Bradley indicated that they would have difficulty competitively financing the <br /> additional improvements the City required as part of the Planned Unit <br /> Development Agreement at the same time as the building improvements, retail <br /> center addition and construction of the Taco Bell. The additional improvements <br /> include p arking lot resurfacing and restructuring, new parking lot lighting, <br /> landscaping and sidewalks. The added costs for redevelopment of older, <br /> obsolete shopping centers is difficult to financially justify even though extensive <br /> improvements will enhance the quality and image of the Center and the <br /> community. <br /> Special Service District- Public Hearing (o5/26/98)- Page 1 of 3 <br />
