REQUEST FOR CITY COUNCIL ACTION <br /> DATE: 05126/98 <br /> ITEM NO: H-2 <br /> De e t Approval: Manager A roved: Agenda Section: <br /> Pubic Hearing <br /> Item Description: Roseville Shopping Center Redevelopment <br /> Public bearing Concerning Fees to Roseville Special Service District <br /> #1 (PF#- 2963) <br /> 1.0 Reggested Ac on <br /> 1.1 According to Minnesota Statute Chapter 4 8A.o : service charges may be <br /> imposed by the City within an established Special Service District at a rate or <br /> amount sufficient to p rod u ce the revenues required to provide special services in <br /> that district, <br /> 1.2 A p u bl is hearing is required to provide for comment regarding the potential <br /> charges that could be imposed on the district and for what services those <br /> charges are being imposed. <br /> 1.3 The notices for the public hearing have been published two times, two weeks <br /> apart in the official newspaper of the City. <br /> 1.4 The nature of the improvements within the special service district include the <br /> following: <br /> Improvement of the parking lot, <br /> relocation of a driveway and installation of curbing, <br /> II- landscaping within the parking lot and along street right-of�way, <br /> installation of a sprinkler system in parking lot and street right-of-way, <br /> replacement and improvement of parking lot lighting, and <br /> - installation of fencing between the Special service District and <br /> adjoining property owners, <br /> 2.0 BackarmlLnd <br /> 2.1 Tim Prinsen with Bradley Real Estate expressed concerns regarding the added <br /> oasts for the implementation of the Larpenteur Avenue Streetscape and <br /> additional costs to adequately improve the exterior of the Center at the same <br /> time as the interior. Based upon this concern, Bradley inquired about possible <br /> assistance to achieve these goals. At the March work session, staff summarized <br /> three p ossible financing strategies for the Roseville Shopping Center and <br /> Special service Fee- Public Hearing (05!26/98)-Page 1 of 3 <br />
