Final acceptance and maintenance responsibility for utilities and street <br /> as constructed in Tschida's Owasso Hills 4th Addition <br /> Bacftround: In July 1996, construction began on utilities, curb and gutter and streets for Stanbridge Circle <br /> in Tschida"s Owasso Dills 4th Addition, located west of Farrington Street and east of western Avenue. The <br /> developer of the property, Fran Tschida, also the owner of Tschida Excavating, Inc., was the general <br /> contractor and performed the majority of the work. The work was completed in September 1 997 and a final <br /> punch list was completed in November 1 997. Mr. Tschida_is requesting that the Council accept the utilities, <br /> curb and gutter and streets for maintenance purposes. <br /> Policy • City Policy requires the following steps be completed to finalize the construction project,- <br /> Certification from the civil engineer in charge of the project verifying that all work has been completed <br /> in accordance with the City of loo se lle's plans and specifications. <br /> ■ A resolution by the City Couned accepting the project and beginning the two-year warranty period. A <br /> warranty bond in the amount of 3 5,000 has been posted by the contractor. <br /> Financial implications: The work performed on this site was by a private developer without any direct cost <br /> to the City. The developer, Fran Tschida, is responsible for any payments for work completed by <br /> subcontractors. Mr. Tschida currently owes the City $7,626 for street lights, hydrant repair, and engineering <br /> staff tune. In addition, Mr. Tschida has been penalized $2,000 for deficient asphalt pavement. Mr. Tschida <br /> has requested that these charges be subtracted from the$35,500,00 cash deposit hold by the City, making the <br /> total refund to Mr. Tschida $25,874.00. <br /> Staff recommendation* All necessary items have been completed in accordance with project plans and <br /> specifications. Since all items have been completed as outlined in the policy regarding final project <br /> acceptance: staff reconrtnends the City Council adopt a resolution accepting the utilities, streets, and curb and <br /> gutter as constructed in Tschida's Owasso HiHs 4th Addition. <br /> RECOMMENDED COUNCEL ACTION* <br /> Adopt a resolution accepting the work completed within Tschida!s Owasso Hills 4th Addition and starting the <br /> two-gear warranty period. <br /> Prepared by: Doug Strong <br />
