If the decision is to not affect any incumbents nor to lengthen any existing terms of <br /> office, a third option for the transition ordinance would be to have the 2003 and 2005 <br /> elections as currently scheduled but have the terms of candidates at those elections be for <br /> three years rather than for four, thus completing the transition to even years in 2006 and <br /> 2008. <br /> If a quick transition is the primary goal and there is no concern about lengthening <br /> existing terms, a fourth option would be to delay the 2003 elections until 2004 thus <br /> extending the current terms, and similarly extend the terms of the council seats currently <br /> scheduled to expire at the end of 2005 until November 2006. While seemingly the <br /> simplest alternative, this option if pursued could be complicated by the submission of a <br /> petition seeking to undo the Council's proposed transition plan, particularly if the <br /> referendum could not get on the November 2002 election ballot in time. <br /> There are other implementation or transition options available depending on the <br /> principles adopted by the council in fashioning the schedule.
