ORDINANCE NO. <br /> Draft for April 22" Meeting <br /> CITY OF ROSEVILLE <br /> RAMSEY COUNTY, MINNESOTA <br /> AN INTERIM ORDINANCE PLACING TEMPORARY <br /> RESTRICTIONS ON THE SITING OF SEXUALLY ORIENTED <br /> USES WITHIN ANY ZONING DISTRICT <br /> OF THE CITY OF ROSEVILLE <br /> THE CITY COUNCIL OF THE CITY OF ROSEVILLE ORDAINS: <br /> SECTION 1. Definitions. The following terms whenever used in this <br /> ordinance shall be interpreted to mean: <br /> SEXUALLY ORIENTED USES: <br /> Uses which include sexually oriented bookstores, sexually <br /> oriented motion picture theaters, sexually oriented mini-motion <br /> picture theaters, sexually oriented massage parlors, sexually <br /> oriented steam room/bathhouse/sauna facilities, sexually <br /> oriented companionship establishments, sexually oriented <br /> conversation/rap parlors, sexually oriented health/sports clubs, <br /> sexually oriented cabarets, sexually oriented novelty <br /> businesses, sexually oriented motion picture arcades, nude <br /> model studios, sexually oriented hotels/motels, sexually <br /> oriented body painting studios, and other premises, enterprises, <br /> establishments, businesses or places open to some or all <br /> members of the public, at or in which there is an emphasis on <br /> the presentation, display, depiction or description of"specified <br /> sexual activities," or specified anatomical areas" which are <br /> capable of being seen by members of the public. Activities <br /> classified as "obscene" as defined by Minnesota Statutes, <br /> section 617.241 are not included. <br /> A. Specified Anatomical Area: Human genitals in a state of <br /> sexual arousal. <br /> B. Specified Sexual Activities: Includes any of the following: <br /> 1. The fondling or other erotic touching of human genitals, <br /> pubic region, buttocks, anus, or female breasts; <br /> 73355 <br />
