The minutes then stood <br /> appro\-ed- <br /> III hrn Button Woodbur,- Charter Commission Chair: Mr. Button recounted the experience of the Woodbury <br /> ` Commission. which began its work at the beginning of 1993 and �vas dissolved mo years later <br /> without developing 'it charter. The process was very similar to ours. It included broadcasts of commission <br /> n-lectings, Working with the 1--cague of Nfinnesota Cities. and efforts to Involve the public in the discussion. <br /> Because of lack of input from citizens, the target date Jor reaching a decision on whether to devel6p (i <br /> charter within ii year was ii-ioved up and the commission voted against it. Each commissioner was asked to <br /> write a position paper on his/her decision. Fridley has twclvc <br /> precincts divided into three wards, with one council ti-ieniber elected from each ward and o n c council <br /> member at large. Voter turnout in 1998 was 78%. The tLiniout in ,I citizen-originated referendum last year <br /> was 1511"o. 1'r'dlev has an active charter commission currently rewriting sections of the charter dealing with <br /> vacancies on the council and initiative and referendum. An ongoing review is in progress to make sure the <br /> charter conforms to state statutes. Some spending limits arc more restrictive than those allowed b the <br /> state. <br /> V'. !Zgar sentatives from Richfield: 'Foni Ferber, cite clerk and election administrator. Richfield's charter was <br /> adopted in 1964 and flicir council structure is similar to Fridley's. Their voter turnout was 6_5_701!,,E, in even <br /> wears and 10-300,'0 in odd years. She <br /> maintained that their campaigns would be lost amid campaigns for national. statc. judicial and local <br /> elections in even-nuilibered years. <br /> G,coTggL4nn Hall commented on the need to consider holding special elections during general elections. <br /> .101111 Kysy Mayor of Roseville, discussed issues that could he addressed in a charter: campaign <br /> expenditures; consistency in city council minutes and the structure of council meetings. particularly III <br /> rcoZ7 and to public comment. He cited. as the main reason for inconsistency is rule changes madc when new <br /> officials arc elected. <br />
