Except for the indirect application of amended section 205.E , <br /> subdivision 2, there is in the acts no reference to or use of the term"home rule <br /> charter city" %,* only the term "city " is used -- nor is there a statement that the <br /> Acts apply to home rule charter cities or that there is an intent to modify the <br /> terms of office in home rule charter cities. <br /> The 1994 Act, in sections 26 and 27, contains transition provisions to <br /> implement a change to odd or even year elections, but the to r rn "city" only is <br /> used.
