REQ UES T FOR CO UNCIL A C TION <br /> DATE. 04/298 <br /> ITEM NO: c-2 <br /> art ent Approval: a Approved: Agenda Section. <br /> CONSENT <br /> Item Oescription: Marian & R oy GescHwind request for a minor variance to increase the <br /> iii <br /> h h# of a fence at 1404 Talisman Curve F#3001 <br /> REGE TED AQTION <br /> 1.1 Marian & Roy Geschwind are requesting a minor variance to increase the height of <br /> a fence within the front yard setback area of County load C to 6 feet at 1404 <br /> Talisman Curve. Mr. and Mrs. Geschwind would also like to place the board sine <br /> of the fence facing the house as opposed to facing the street. <br /> Requirement Proposal variance <br /> Fence Height-4' 6' fence 2' variance <br /> BAP&G <br /> BOUND <br /> 2.1 Marian & Roy Geschwind own a home at 1404 Talisman Curve. The property is <br /> zoned R-1 single Family Residential and adjacent land uses are single family <br /> residential to the north, east, and vest. Industrial uses are located to the south <br /> across County Road D. <br /> 2.2 Mr. and Mrs. Geschwind are requesting a variance from Section 101 2.02(B)(2), City <br /> Code, to increase the height of a fence in a front yard to 6 feet. The Geschwind's <br /> lot is a through to#t with frontage on both Talisman Curve and County Road C. <br /> Because of the high traffic levels on County Road C the applicant's have little <br /> primacy in their rear yard; therefore, they would like a higher fence in order to <br /> provide a usable private space in the rear yard. Most of the other properties in this <br /> block, including the homes on either side of the applicants, were granted similar <br /> variances in the 1980s. The neighbor to the east has the board side of the fence <br /> facing the house, while the neighbor to the west has the board side of the fence <br /> facing the street. The boulevard width along the north side of County Road C. is <br /> approximately 30 feet: therefore, the proposed fence will not adversely impact sight <br /> lines at the intersection of County Road C and Sheldon street. The location of the <br /> lot adjacent to County Road c and across county Road c from an industrial <br /> area, as well as the character of the parcel (through lot), creates a practical <br /> difficulty for the applicants. <br /> 2.3 It is the policy of the City of Roseville to issue minor variances when there is a <br /> hardship or practical difficulty, provided the property is located in an R-'I, Single <br /> Family Residential District, and used for residential purposes. <br /> P F#3009-RCA(04/27/98) - Page 1 of <br />
