Bradley is able to internally invest approximately $300,000 to the center. The <br /> current budget, less $400,000 for Taco Bell, exceeds $600,000. This leaves a <br /> gap of$300,000 of which $171,292 are associated with the enhancements for <br /> parking, site work, retaining wall, landscaping, lighting and sidewalks which were <br /> required by the City as part of the PUD process and Larpenteur Avenue Street <br /> Design Plan. <br /> 3.1 Under I IN statute 428A a "Special Service District' means a defined area within <br /> the city where special services are rendered and the costs of the special services <br /> are paid from revenues collected from service charges imposed within the area. <br /> The special service district can only be established by ordinance of the City in <br /> commercial and industrially zoned areas. The area proposed for the Special <br /> Service District would be the area encompassing the entire Roseville Shopping <br /> Center (see attached map). The attached ordinance describes what special <br /> services would be provided by the City to the land area that is subject to property <br /> taxes. The costs associated with the special services, estimated by Bradley to <br /> be $171,292, would be paid from revenues collected from service charges <br /> imposed on the property owners, namely Bradley, within that area. Bradley will <br /> then pass those costs onto each tenant in the Roseville Shopping Center. The <br /> total amount of the service charge would also include any i me rest and <br /> administration fees to set up the district. The services charges would be <br /> considered by the council per a resolution. The resolution would outline the <br /> amount of the special service charges and terms for hoer they would be <br /> collected. <br /> 3.2 Both the ordinance to establish the public hearing and the resolution outlining the <br /> service charges may not be adopted until after public hearings have been held <br /> and proper notice is given regarding the hea d ng s. The notices for each public <br /> hearing must be published two tires, two weeks apart in the official newspaper <br /> of the City. <br /> 3.3 The following is an outline of the actions that will need to be taken to set up the <br /> special service district and impose the special service fee for the Bradley project. <br /> A ril 17: <br /> Petition and budget submitted the city of Roseville by Bradley Deal Estate <br /> requesting that the City create a Special Service District and impose charges for <br /> the special services based upon the submitted budget. <br /> April 27 council Meetir��= <br /> Consider the Ordinance establishing the Special service District. <br /> Set public hearing for May 26 - considering establishment of the special <br /> Bradley- INCA(04/27!98)!Page 2 of 4 <br />
