Welsch: <br /> This letter constitutes a request to the City of` Roseville ("'the "'City"') for establishment of a <br /> special service district in accordance with Minnesota Statute Chapter 428A comprising the <br /> property legally described on Exhibit attached hereto all of w 1iich is owned by Bradley Real <br /> Estate, Inc. C"Bradley"). <br /> The purpose of the special service district will be to complete certain improvements to the <br /> common areas of Roseville Center to accommodate greater public safety and improve traffic <br /> flow, all as set forth in my letter to you of February 17, 1998, a copy of which is also attached <br /> hereto as Exhibit B. These proposed improvements to the public area of Roseville Center are <br /> also consistent with the turns of the proposed Planned Unit Dcvelopment/Subdivision <br /> Agreement to he entered into by and between the City and Bradley. <br /> Since Bradley is the owner of the entire parcel which would comprise the special service district, <br /> Bradley would be willing to execute any documents waiving the necessity of a public hearing <br /> with respect thereto' Nevertheless, this letter does constitute a request under Section 428A.08 for <br /> a public hearing should the City determine that a public hearing is required notwithst iding such <br /> waiver.
