7 Planning File 2991. Ali n neapple International Montessori, a request to <br /> amend a conditional use permit to allow the expansion of a day care facility <br /> dO (1876 Perimeter Drive), <br /> Chair Harms opened the hearing and requested Kim Lee provide a summary of <br /> the staff report of April 9, 1998. <br /> Kim Lee described the request to expand the school by 4,800 square feet. The <br /> parking area would be expanded in the front and the play area reduced in size. <br /> The existing building is painted back with monsard. The addition must match the <br /> existing building in design and materials. The staff~and applicants recommended <br /> approval of the request for an amended conditional use permit to allow the <br /> expansion of a day care facility at 1875 Perimeter Drive, with the following <br /> conditions: <br /> 1. The site must be developed in accordance with the site plan submitted and <br /> approved in conjunction with the request for an amended conditional use permit. <br /> Minor variations from the approved site plan may be approved by the City's <br /> Development Review committee} under the direction of the Community <br /> Development Director; however, any substantial departures from the approved <br /> site plan will require are amendment to the condifional use permit. <br /> 2. The exterior elevations of the building must be modified to tie the existing <br /> building and the addition together architecturally, as approved by the City's <br /> Community Development Director. The exterior finish of the addition must <br /> conform to the general appearance of the existing building; however, painted <br /> brick will not be allowed on the addition. <br /> 3. Final grading and utility plans must be reviewed and approved by the Public <br /> Works Director. Since the site is Mess than 2.5 acres in size, it is unlikely that on- <br /> site ponding will be required by the Rice Creek Watershed District; however} the <br /> applicant will need to contact the District for permit requirements. <br /> 4� Site development and operation of the day care facility must comply with the <br /> applicable requirements of the City Code, including Chapter 1 010 (Design <br /> Standard Regulations). <br /> 5. Sidewalk shall be installed along the front of the property, at the applicant's <br /> expense, in conjunction with site development as required by Section 1012.07 of <br /> the City Code. Pedestrian access must also be provided from this sidewalk to the <br /> front door of the building via a paved pedestrian surface. <br /> 6. A minimum of four street trees shall be planted in conjunction with site <br /> development in accordance with the City's Street Tree Master Plan. Trees to be <br /> planted shall be skyline Honeylocust or Imperial Honeylocust, a minimum of 2Y2- <br /> inches in caliper* and be spaced 20 feet on center. <br /> 7 The applicant shall record the approved conditional use permit with the Ramsey <br /> County Recorder prior to the issuance of any building permit or within sixty days <br /> of approval,whichever is less(section 1 01 3.01 of the City Code). <br /> 9 <br />
