Conclusions, Recommendation <br /> • City Councilmembers may be restricted from using city photos for <br /> political campaign purposes, but the Council could not restrict <br /> other persons from copying city photos for political campaign <br /> purposes. <br /> • Ethical considerations and interpretations determine whether City <br /> Councilmembers are currently prohibited from using city photos <br /> for political campaign purposes, not financial or legal <br /> considerations or concerns about enforceability. <br /> • Because this is primarily an ethical matter, I recommend the City <br /> Council ask its citizens' advisory body, the Ethics Commission, to <br /> study this question in light of the Ethics Resolution and report <br /> back to the City Council by June 30, 2002, or at such earlier or <br /> later date as the Council may desire. <br /> Respectfully Submitted, <br /> Neal Beets <br /> 4 <br />
