First Reading of an Odd-Even Election ordinance, and Odd-Even Ordinance <br /> review of a Petition calling for a Referendum on the <br /> Odd-Even Ordinance. <br /> Schroeder moved, Kough seconded, to hold the first <br /> reading of an Odd-Even Year Election Ordinance. <br /> Kysylyczyn spoke in favor of the motion. Jamnik <br /> surnmarized the ordinance. <br /> Roll Call, Ayes: Schroeder, Maschka, Kough and <br /> Kysylyczyn. Nays: Klausing, Maschka. <br /> Kysylyczyn also spoke in favor of the Reverse <br /> Referendum Petition in the Council's packet. <br /> Maschka asked why Kysylyczyn wanted to spend city <br /> attorney time drafting and reviewing a reverse <br /> referendum petition. Kysylyczyn spoke in favor of the <br /> motion relating to the Reverse Referendum Petition. <br /> Kysylyczyn moved, Schroeder seconded to refine the <br /> Petition consistent with his comments. <br /> Roll Call, Ayes: Schroeder, Maschka, Kough and <br /> Kysylyczyn. Nays: Klausing, Maschka. <br /> Finally, Kysylyczyn moved, Schroeder seconded, to <br /> direct staff to draft a Resolution of Support for the <br /> change to an even-year election cycle. Kysylyczyn <br /> handed background materials to the city manager to assist <br /> in this effort. Klausing asked why Kysylyczyn wanted to <br /> spend city staff time drafting a resolution on this subject. <br /> Kysylyczyn spoke in favor of the motion. <br /> Klausing spoke in opposition to the motion. <br /> Schroeder spoke in favor of the motion. <br /> Maschka spoke against the motion. <br /> Kysylyczyn spoke in favor of the motion. <br /> Roll Call, Ayes: Schroeder, Maschka, Kough and <br /> Kysylyczyn.
