A. <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> Hearings <br /> k� <br /> Item Description: Special Assessments Policy Discussion <br /> BACKGROUND <br /> At the May 6, 2002, Council Work Session, information and options were presented regarding special <br /> assessment policy changes for streetscapes and for MSA roadways. After considerable discussion, <br /> Council directed staff to return with additional options. We will attach the May 6 information to this <br /> memo and offer the following additional options for the two policy areas being considered. <br /> I Streetscape <br /> A. Original Options <br /> Option 1: <br /> Include these types of improvements for assessment purposes as part of roadway <br /> improvement costs and assess per existing or future roadway assessment policy. <br /> Option : <br /> Assess streetscape projects at 25% of the actual cost, not to exceed the total local <br /> share if outside funding sources are secured. Assessable cost to be distributed on a <br /> front-foot basis using existing special assessment formulas. <br /> Option 3 : <br /> Assess streetscape projects at 15% of the actual cost, not to exceed the total local <br /> share if outside funding sources are secured. Assessable cost to be distributed on a <br /> front-foot basis using existing special assessment formulas. <br /> B. Additional Options <br /> Option #1 <br /> Assess 20% of streetscape unfunded local project costs. Assessable cost to be <br /> distributed on a front-foot basis to all property types, as per existing formulas. <br /> Option #2 <br /> Assess 20% of streetscape total project cost with a not-to-exceed of $25/assessable <br /> foot. <br />
