We would appreciate the <br /> opportunity to discuss the plan with the City council at the upcoming Work <br /> Session. Pending their concurrence, we would bring the plan to an upcoming <br /> meeting for formal adoption. <br /> Background <br /> Five years ago during a review with the Parks and Recreation commission of the <br /> then existing strategic plan for parks and recreation, it was determined that there <br /> was a need for a more comprehensive system plan to serge as a: <br /> Policy and procedures guide for parks and recreation. <br /> Strategic plan for the future of parks and recreation activities. <br /> A document that would bring together all elements of pans and <br /> recreation Including, parks, recreation, facilities, pathways, forestry <br /> and volunteers. <br /> comprehensive inventory of facilities and programs. <br /> The philosophical framework for the provision of services, programs <br /> and facilities. <br /> This plan is the result of extensive planning and discussion with the Parks and <br /> Recreation commission, the recommendations of numerous citizen groups <br /> (VISTA 2 Infrastructure Committee, Pathways committee, Tree Task Force) <br /> staff research and planning and the previous development of policies by the city <br /> Council. The plan also includes the required elements of the national <br /> accreditation program. <br /> Implementation <br /> The plan has been in use during the last two years every as it is being updated. <br /> The important aspect of this document as in all types of master plans is that it is <br /> a guide to navigate through the manor challenges of providing an extensive and <br /> comprehensive parks and recreation system. The Parks and Recreation <br /> Commission will always need to review their recommendations using the system <br />
