MULTI-YEAR PLAN <br /> Forward <br /> This document represents the City of Roseville Police Department's multi-Year Flan, the intent of <br /> which is two-fold. First, it is intended to provide guidance for long range planning. Second, it will <br /> provide a basic framework upon which Department management and City Officials can rely when <br /> analyzing issues and making decisions. <br /> This p lann was developed as a result of suggestions solicited from personnel throughout the <br /> Department during the goals and objectives process and a recent full day planning session. <br /> To ensure the Flan contains the most accurate and reliable information, it will be reviewed by <br /> Department management annually, with input from the staff, and revised as necessary. <br /> Deng-Term Goals and Objectives <br /> Consistent with the Department's Mission and Value Statement, and the philosophy of onununity- <br /> Oriented policing,the Department and its members are committed to protecting life and property, <br /> improving the quality of life in the con, i itinity. <br /> Some objectives and policing priorities may change every year,but the goals reflect the longer term <br /> strategic direction of the Department and should remain unchanged for a number of years. Our goals <br /> are as follows: <br /> To deliver quality police service based on an understating of community expectations and <br /> law enforcement service standards. <br /> To maintain the highest professional standards. <br /> To operate an effectively managed and comprehensive strategy for combating criminal <br /> behavior which is intelligence led, and in which the Department takes a leading rote in <br /> forging pro-active partnerships with other agencies and the community. <br /> To influence social policy by understanding the environmental influences of anti-social <br /> behavior, and to foster partnerships in common purpose with other agencies and the <br /> community so that appropriate co-ordinated action can be taken to deter such behavior. <br /> To maintain community confidence in the Department so as to attract the necessary <br /> resources to continue the mission and to enhance service delivery. <br /> a IN <br /> To establish policies and practices which maxinuw the ability of the Department to recruit, <br /> develop,motivate and retain the best officers and staff,and enable those people to ma imize <br /> their own potential. <br /> 2 <br />
