i <br /> April 3, 1998 <br /> To: City council <br /> FRO FROK Steve Sarkozy <br /> SUBJECT: <br /> At the Thursday, April 2, 1998 meeting of the North Suburban Cable Commission, final <br /> action was proposed on the franchise renewal proposal with Media One. The renewal <br /> franchise will be forwarded to the city in the next several days. The current franchise terra <br /> has been extended through April 19. A 90 day extension of the current franchise will be <br /> proposed on the city council regular agenda of April 13 to provide additional time for <br /> review. <br /> There are numerous issues the Council should be aware of as we consider franchise <br /> renewal. Several possible early discussion items include: <br /> City preemption of franchise terms—certain clauses of the Cable Franchise should <br /> be preemptable by future City Council action (ordinances) on issues that pertain to <br /> under grounding of cable, fees and permits, and potentially other areas which are <br /> subject to changing community values. <br /> The City will need to consider future technology needs and determine how to <br /> position the cable system to address those needs; specifically on the I-filet <br /> interconnection of City facilities, interconnection with other city and School District <br /> facilities, the linkage to homes (Internet provision to single family homes, security <br /> systems provided by the city, and other quasi commercial activities enhanced by <br /> telecommunication access). <br /> On a broader scale the City Council may Irish to discuss, as part of the franchise <br /> renewal process or shortly thereafter, other governance issues relating to cable <br /> including: <br /> 1. The structure of rake up of the forth Suburban cable omission----should it <br /> be our 10 city consortium, or the entire 55 city service area of Media One, or the <br /> City of Roseville alone, or other alternatives? <br /> 2. Should the city have direct access to our prorated share of fees and equipment <br /> allocated by Media one to the Forth Suburban Cable Commission? <br />
