Planning Commission Statement Lawrence D. Sullivan <br /> was graduated in Geology and Geography(BA/MA) and started a Ph.D. in <br /> Environmental Planning at Texas A&III in 19178. 1 worked under EPA 201/208 and RCRA <br /> regional planning in 1979. I joined the oil and gas industry and left planning behind until I <br /> worked in Corporate Strategic Planning with Conoco/Dupont. I believe in good planning <br /> as it is important for all institutions from Faxon to the State of Minnesota to the home. <br /> I lived in Europe and saw the advantages of well planned society (Scandinavian) and the <br /> chaos of the Middle Fast and Africa. I believe in planning but not central state planning like <br /> what failed in the USSR. My great-grand father was water and Police Commissioner in <br /> Dallas 1907-1919 and help build the water systems of lakes for the city. I have a tradition <br /> and training in planning from school, business,family and society. <br /> In this position, citizens advise the council with guidance from the planners on the direction <br /> the city should tale In development. Corporate planning is by its nature secret but public <br /> planning i s the most public of actions. The Conunission should be the active partner, the <br /> eyes and ears, of the City Council to promote well regulated planning and development. I <br /> even believe in regional planning Metropolitan Council)to a limited degree of <br /> infrastructure as it is here in the Twin Cities. As an engineer,I like hard planning of roads, <br /> suers, water, rail and physical plant versus the softer social planning. Hard planning is <br /> easier to do. I did that as part of the NRP in Tangletown, Minneapolis. <br /> I.am new of Roseville after Minneapolis, Landon,England and other European cities. But <br /> I also visit Houston on oil and gas business and consulting often* Houston has no <br /> planning and does well. So I understand the lints (legal,physical, etc.)of planning. As <br /> a manager I also believe I let good supervisors do their j ob.
