Date: July 29, 2002
REQUEST FOR COUNCIL ACTION Item: VIII. G.
Department Approval: Manager Ap roval: Agenda Section:
Consent
Item Description: Approval for LLEBG 2002 (Bureau of Justice Assistance Grant Money)
Available to law enforcement agencies for the purpose of reducing crime and improving
public safety (i.e., development of crime impact teams)
BACKGROUND
The United States Bureau of Justice Assistance makes available a specified amount of money
to local law enforcement agencies for the purpose of reducing crime and improving public
safety. The Roseville Police Department has applied for and received an allocation of $13,037
through the LLEBG 2002 program. This grant money would allow the department to pay police
and related support staff overtime incurred in problem oriented policing and crime impact
teams-teams that were formed with previous LLEBG funds.
The police department has implemented four crime impact teams: auto theft/theft from auto,
motel surveillance, traffic detail, and alcohol/tobacco compliance. The teams consist of off-duty
officers who target specific crime problems and/or specific crime areas. Officers determine
crime target areas based on prior street experience. The teams have been extremely well
received by the Roseville officers-with a participation rate of close to 50% of the staff.
FINANCIAL OBLIGATION
The LLEBG supplements the overtime budget for the police department. The police department
is required to provide matching funds equal to one-ninth of the federal appropriation. For
LLEBG 2002, this amount would be $1,449. The city will receive the grant money in a lump
sum deposit that will be placed in an interest bearing account. The account is drawn down as
needed until the grant funds are depleted.
STAFF RECOM MEN DATION
Authorize acceptance of the grant under the terms and conditions described herein.
COUNCIL ACTION REQUESTED
Authorize the City Manager to accept the grant funds of $13,037.
