City Council Minutes — 07/22/02
Page 9
of Mr. Welsch; Economic Development Specialist Cathy
Bennett; City Planner Thomas Paschke; and Assistant
Public Works Director Deb Bloom.
Staff provided a matrix used for scoring each proposal
based on affordability, building design, site design, public
Open Space and amenities, connectivity, senior housing,
overall team experience/knowledge of
proposal/qualifications, and overall meeting the Master
Plan objectives as set by the City Council.
Mr. Welsch advised that staff has received refinements on
several proposals after their initial interview with the
Review Team.
Discussion was held as to the length of time allowed for
interviewing each firm. Mr. Welsch advised that more
time would be appropriate as each proposal is quite
complex; with staff having allowed approximately one (1)
hour per proposal.
Councilmember Kough asked for clarification on whether
residential concerns regarding green space and access had
been addressed by all four recommended developers. Mr.
Welsh responded in the affirmative.
Mr. Welsh stated that the Review Team would like to
have a preliminary developer selection for Council action
at their August 19, 2002 meeting.
Councilmember Schroeder expressed his appreciation to
the Review Team for the matrix format and commended
them on their interview process, a portion of which he
had been able to observe.
Councilmembers Schroeder and Maschka concurred that
a one (1) hour interview would be more beneficial, due to
the impact to the neighborhood and the city as a whole, in
addition to the amount of work to-date provided by each
developer.
