6.0 STAFF RECOMMENDATION:
6.1 Based on the information provided in this project report, staff recommends approval of
the interim use permit to allow the temporary storage of vehicle inventory from Wally
McCarthy Auto Group in the western most parking lot of property addressed at 2445
Prior Avenue, subject to the following conditions:
a. The Interim Use Permit has an expiration date of June 10, 2003 and shall become
null and void after said date. Failure to remove any vehicle inventory will result
in appropriate land use violation action.
b. The Interim Use Permit is limited to the use as new vehicle inventory storage not
to exceed 104 vehicles. Used vehicle storage is not permitted.
C. The western most parking lot must be maintained by Wally McCarthy Auto
Group in accordance with the Roseville City Code.
d. The Interim Use Permit is subject to any conditions recommended by the
Planning Commission and/or approval by the City Council.
7.0 PLANNING COMMISSION ACTION:
7.1 On Wednesday, July 10, 2002, the Roseville Planning Commission held the public
hearing regarding the Wally McCarthy Auto Group interim use permit.
7.2 There were no citizens present to address the request. However, the Commission did
have a few questions regarding the use of the unused parking lot for temporary vehicle
storage. Specifically, there were questions concerning whether this storage area would
be another sales lot and whether fencing and or security would be provided.
7.3 The City Planner indicated support for the overflow storage of new vehicles, but that no
sales or or potential for sale should occur on the storage lot area. Further, the City
Planner indicated that no fencing would be required and that Wally McCarthy's provides
the security.
7.4 Commissioner Bakeman was interested in tying the interim use permit to completing
certain landscape improvements at Wally McCarthy Cadillac/Hummer that staff was
currently negotiating. The additional condition was not approved for inclusion in the
interim use permit,
7.5 Based on the findings of Section 5 and conditions of Section 6 of the project report dated
07/10/02, the Planning Commission recommended approval of the request by Wally
McCartyh Auto Group and the Salvation Army.
PF3412 -RCA 072902 - Page 3 of 4
