Consideration of Issuing Tax-Exempt Bonds for Northwestern College <br /> Northwestern College Consideration of <br /> Tax Exempt <br /> Finance Director Miller introduced the request of Bond Issue <br /> Northwestern College for the issuance of tax-exempt <br /> bonds by the City, as per State Statute provisions, for the <br /> purposes of funding student housing and the classroom <br /> portion of a new media center on the Northwestern <br /> College Campus located in Roseville and Arden Hills. <br /> Mr. Miller advised that the unique characteristic of this <br /> request is the reluctance of the City's Bond Counsel, <br /> Briggs and Morgan, to issue an unqualified opinion as to <br /> the legality of the City issuing tax-exempt financing for <br /> Northwestern College. <br /> Mr. Miller stated that the concern was the Bond <br /> Counsel's interpretation of whether Northwestern would <br /> be considered "pervasively sectarian" by a court if there <br /> were a legal challenge.
