6a 0 PLANNING o f <br /> SSION LION <br /> On March 11 1998, the Planning Commission held a public hearing on the request. <br /> John 1�'I�al1 Republic Management company, was present to answer questions and <br /> Jo � � <br /> pro vide additional information. Blatt Richards (1050 Roma) questioned the need for <br /> to light at the intersection of Lexington and Roma. Chris Ashatono (California <br /> as p . <br /> Street) asked about the proposed changes to Larpenteur Avenue and indicated that <br /> properties at the southeast corner of the intersection of Lexington and Larpenteur <br /> were being purchased by empler Development. John Erickson (Roseville Got <br /> Eagle Cleaners) indicated that there were already too many plants i n Roseville an <br /> suggested that Don Frrishbearg (Grand Clearers) purchase his business an <br /> combine the two operations. Don Frishberg stated that he had been operating in <br /> Roseville for 40 years and intended to stay, adding that three environmental studies <br /> at Roseville Center have turned up clean. No other residents present commented <br /> on this request. <br /> 6.2 The Planning Commission discussed the changes in dry-cleaning technology, <br /> changes in regulation of the dry-cleaning industry (EPA and MP A) since the City's <br /> regulations were adopted in 1987, the impact of relocating Grand Cleaners to this <br /> site (minimal), proposed improvements to Larpenteur Avenue that will impact this <br /> shopping in center, the inappropriateness of rezoning the property to B,4, and the <br /> benefits of treating the request as Phase I of a P U D <br /> The Planning commission recommended approval of this request as Phase I of a <br /> Planned Unit Development, which would allow dry cleaning service facilities <br /> (processing) and all uses currently allowed in the underlying B-2 zoning district, <br /> based on the findings outlined in Section 3.1 of this report, and with the provision <br /> that the a pp licant (Lexington Plaza, LL ) complete an overall planned unit <br /> development by April 1, 1999 (6-o). <br /> 6.4 Phase 11 of the PUD would include reconfiguration and improvement of off-street <br /> kin areas upgrading of si nage for the shopping center, and potential <br /> parking � ply � � <br /> evelo ment/irn rove ment of the two pad sites (Motoftoto and Dairy Queen). <br /> red p p <br /> If a n application for Phase Il is not made or is not approved, any dry cleaning <br /> service facility located on this property would be classified as a legally existing non- <br /> confo rmin g use and could not be extended, expanded, intensified, or changed. <br /> Planning commission meeting, staff meet with Gary McLean (owner of <br /> G, once the P � � <br /> cleann'P ress i n Lexington ton' ). r.
