REQUEST FOR COUNCIL ACTION <br /> x/23/98 <br /> ITEM NO.E 1 <br /> • a <br /> Department Approval,: Manager Reviewed,: Agenda Section: <br /> Reports and Recommendations <br /> (continued) <br /> Item Description: Report from E Ilerbe Becket on the proposed Skating Center <br /> Expansion. <br /> BACKGROUND <br /> At the March 10, 1 998 City Council meeting, a Professional Services Contract with Ellerhe <br /> Becket was approved by the Roseville City Council. Bryan D. Carlson, Senior Vice <br /> President and Design Principal for Planning, will be present to report his findings to the City <br /> Council. <br /> The charge authorized by the City Council was to evaluate the possible impacts of the <br /> proposed addition to the Skating Center, and whether this addition would preclude other <br /> potential facilities on the Civic Center site. While the City Council has not determined <br /> what if any, additional facilities will be built on the Civic center site a deliberate planning <br /> process has been established to avoid any conflict. <br /> The current expansion plan has been evaluated in two parts. The first is the northern <br /> most portion of the project which includes community oriented facilities such as locker <br /> rooms, offices, and a lame meeting room. The second portion of the project includes those <br /> market driven facilffies including a restaurant and pro shop. The market potential of these <br /> spaces is currently being evaluated by Mike Scott of United Brokerage Company. <br /> POLICY BJ E TIv <br /> The services of Ellerbe Becket have been engaged for two specific studies, including: <br /> I. evaluation of the proposed Skating Center and its impact on potential future <br /> developments at the Civic Center site, and <br /> 2. framework planning, site development alternatives, and general schematic layout <br /> of the Civic Center campus. <br />
