REQUEST FOR COUNCIL ACTION x/23/98 ITEM NO.E 1 • a Department Approval,: Manager Reviewed,: Agenda Section: Reports and Recommendations (continued) Item Description: Report from E Ilerbe Becket on the proposed Skating Center Expansion. BACKGROUND At the March 10, 1 998 City Council meeting, a Professional Services Contract with Ellerhe Becket was approved by the Roseville City Council. Bryan D. Carlson, Senior Vice President and Design Principal for Planning, will be present to report his findings to the City Council. The charge authorized by the City Council was to evaluate the possible impacts of the proposed addition to the Skating Center, and whether this addition would preclude other potential facilities on the Civic Center site. While the City Council has not determined what if any, additional facilities will be built on the Civic center site a deliberate planning process has been established to avoid any conflict. The current expansion plan has been evaluated in two parts. The first is the northern most portion of the project which includes community oriented facilities such as locker rooms, offices, and a lame meeting room. The second portion of the project includes those market driven facilffies including a restaurant and pro shop. The market potential of these spaces is currently being evaluated by Mike Scott of United Brokerage Company. POLICY BJ E TIv The services of Ellerbe Becket have been engaged for two specific studies, including: I. evaluation of the proposed Skating Center and its impact on potential future developments at the Civic Center site, and 2. framework planning, site development alternatives, and general schematic layout of the Civic Center campus.
