IIIIIIIIIIIIIIIIIIIII111111111111111111111hlAllolluorri�'r(((( mrrrrmJhhhhhhW�6A�hl <br /> BACKGROUND <br /> At the March 10 City Council meeting, the contract with Northwest Youth & Family Services <br /> was approved subject to City Attorney and N S Board approval. Since that time, there <br /> have been meetings with other City Managers and by the Northwest Youth and Family <br /> Services Board. Certain changes have been suggested which are considered relatively <br /> minor and technical amendments. <br /> The most significant amendment is Section H, Part A and 13, which involve the distribution <br /> of assets should Northwest Youth & Family Services cease to operate. As proposed, a <br /> City Council may suggest that the Northwest Youth & Family Services operation has <br /> deviated from its mission and recommend dissolution. The NYFS Board of Directors can <br /> modify their practice to be consistent with the mission or reject the claim by a City Council, <br /> at which point a City Council may opt to continue the contractual relationship or terminate. <br /> POLICY OBJECTIVES <br /> The most significant change with this contract involves the relationship between the <br /> City(les) and NYFS. The cities are moving from a Joint Powers relationship to a contract. <br /> Cities retain control of up to ten positions on the Board of Directors, half of the total Board. <br /> As such, cities (as a group) can substantially influence the mission of N S and exert a <br /> considerable amount of control over the organization. As such, the City Council's fiduciary <br /> and policy responsibilities are satisfied. <br /> FINANCIAL IMPLICATIONS <br /> There is no change in the financial relationship between the City and NYFS from what has <br /> been discussed and approved by the City Council at previous meetings. <br /> COUNCIL ACTION RE Q ESTED <br /> Motion to approve technical modifications to a contract previously approved by the City <br /> Council at its March 10, 1998 meeting, and authorize the Mayor and City Manager to <br /> execute the agreement subject to final approval by the City Attorney,,,, <br />
