EXTRACT OF MINUTES OF MEETING OF CITY COUNCIL OF CITY OF ROSEVIILLE RAMSEY COUNTY, MINNESOTA Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville Minnesota, was held in the City Hall in said City on Monday} March 23, 1998, at 630 o'clock p.m. The following members were present: and the following were absent: ouncilmenber introduced the following resolution and moved its adoption: RESOLUTION VaMREAS, a petition has been filed with the Minnesota Board of water and Soil Resources (BWSR) anize the Central Ramsey watershed Management Organization ( RwMO) i t to reorganize a new watershed district; WBEREA , BWSR will hold a public hearing on April 6, 1998 at 7:00 p.m. at the Como Park Pavillion to accept public testimony prior to acting on the received petition; WHEREAS, it is unlikely that the current CRWMO joint powers organization will be able to survive since the cities involved have not been able to agree on a new joint powers agreement; V&MREAS,, the Southwest.Ramsey watershed Management Organization (SVVRWMO) is also being considered for reorganization by BW R; wIffiREA , of the numerous options available for reorganization, the following two are most feasible: 1 Combine VV"RW Io and CRWMO into a new and separate watershed district 2) Add the SWRWMO and CRWMO to the existing Ramsey Washington Metro Watershed District (RWMWD)-, WHEREAS, WRwMO and CRWMO are very similar with regard to tax capacity, topograph, development density and watershed issues; WHEREASI SWRWMO and CRWMO are significantly different from the RWMWD with regard to tax capacity, topograph, development density and watershed issues; AND WBE1 Ag it is desirable to provide a governance structure that is most directly accountable to local taxpayers; THEREFORE BE IT RESOLVED that the Roseville City Council supports replacing the existing RwMO and SWRWMO F joint owes`organization with a single new watershed district that encompasses the same geographic boundaries;
