VETO POWER OF OWNERS (428A,09) The effective date of any ordinance to establish a special service district or resolution to impose a service charge must be at least 45 days after i t is adopted. Within five days after adoption of the ordinance or resolution, a summary of the ordinance or resolution mus* be mailed to the owner of each parcel included in the special service district and any individual or 'business organization subi act to a service charge in the same manner that notice is railed to establish a special service district . The mailing must include a notice that owners subject to a service charge based on net tax capacity and indiv�.dua l s and hus ine s s organi z at ions subject to a service charge imposed on another basis have a right to veto the ordinance or resolution by filing the required number of objections with the city clerk before the effective date of the ordinance or resolution and that a copy of the ordinance or re solut ion is on file with the city clerk for public inspection_ PETITION REQUIRED (428A,08) No action may be taken to create a special service district or impose a service charge unless owners of 25 percent or more of the lard area of property that would be subD ect to service charges in the special service district and owners of 25 percent or more of the net tax capacity of property that would be subject to service charges in the special service district file a petit ion requesting a public hearing on the proposed action with the city clerk. if owners- of 35 percent or more of the land area in the district subject to the service charge ]used on net tax capacity or owners of 35 percent or more of the net tax capacity in the district sub3ect to the service charge based on net tax capacity file are obi ect ion to the ordinance adopted by the city to establish the special district or the resolution establishing the service charge with the city clerk before the effective date of the ordinance or the resolution, the ordinance and the resolution do not become effective.
